Interestingly, Illinois Gov. Pat Quinn is using discretionary funds there to fill the budget gap for AIDS services.

Seriously, get some excellent lawyers on this, this is too important to fuck around with.
Again, I will just be lynched for saying this.. but there IS too much fat in the AIDS services in CA, and we are having a budget EMERGENCY. Meds should be available to all.. and proven prevention strategies should target all.. but there are a lot of redundant social service agencies which were essential when AIDS was new and weird. And did I mention that CA is having a budget problem? Like firing teachers, cutting water irrigation to the central valley, and loosing cops?
