Meds should be available to all.. and proven prevention strategies should target all.. but there are a lot of redundant social service agencies which were essential when AIDS was new and weird. And did I mention that CA is having a budget problem? Like firing teachers, cutting water irrigation to the central valley, and loosing cops?
