For all its skyscraped fame and association with money and power Singapore is still the kind of society in which it’s necessary to put signs in elevators that say, “Please do not urinate here,” and you can be in a formal business meeting in which a local will deep pick his/her nose right in front of you [my coworker has seen both]. Who’s surprised they’re still in the 19th century in terms of sexual freedoms?

Could it be that JK Rowling thought about headmasters whom she had known. It is interesting that the late and current Dumbles were both actors associated with the gay community whether they were/are open about it.
