After finally breaking a procedural logjam, the Senate this week will move ahead with a $50 billion AIDS initiative that has the support of Democrats, Republicans and the White House… The AIDS bill is promoted by its backers as a way to show a positive side of American foreign policy by providing resources for developing countries struggling with how to care for those who are HIV-positive… Its eventual approval appears likely given strong underlying support and the fact that President Bush would like to see it enacted as one of his final accomplishments.” Meanwhile, Bush today lifted the executive ban on off-shore oil drilling, but no plans can move forward without Congressional approval.
