This has been done. The British tabloid newspaper The Sun traditionally has a topless model on page 3, hence the term “page 3 girl” being commonly used to mean a topless model. A few years back, they used a picture of Marge Simpson in a bikini as their novelty page three girl. So, no, it didn’t take Playboy to make it official.
