Most likely he is a straight (or Kinsey 1) sex addict who was in need of a 'fix'. The danger of doing it in a public place probably added to the excitement.

I think a lot of people think he is a Barney Frank or Jim Kolbe who is going to quit denying their true nature. Don't expect any gay marriages from Larry Craig.
