He is a Baltic beauty. The eyes look Samai which are a Finnish indigenous people. They have been in the Baltic region longer than the Magyars and the Vikings. I have very similar eyes and lips due to my Swedish heritage. Since Alan spilled his info:

@ganymeade: My aunt and cousin both have eyes like his and they’re black. My uncle’s face looks like this guy’s too.

I don’t think region has anything to do with it and well you can literally link the entire population of humans together genetically so it’s more or less just a roll of the dice.
