• The case for circumcision: It can cut female-to-male transmission of HIV by 60 percent. "Scientists estimate that over the next 20 years, circumcision in sub-Saharan Africa could prevent 6 million infections and 3 million deaths." [Slate]
The Slate article doesn't say that circumcising WOMEN cuts the risk of HIV transmission. It says that circumcising MEN cuts the risk of HIV transmission. "Circumcising" women has no medical benefits and in fact leads to a great increase of risk of death to the woman, according to the article you link to!

I am sick to death of people trying to make the comparison between removing FORESKIN from a penis in a sterile hospital setting and slicing up a girl's entire clit and labia with glass shards in a sand pit and sewing her vagina shut. I don't see any need to circumcize a boy, and I certainly wouldn't do it if I had a son, but come on.
