NYC Council Speaker Christine Quinn, a big lesbian, will unveil her new budget proposals today. These reforms will not, however, give spending approval to the mayor's office, which some council members felt would undercut their power. The move comes after the Speaker admitted to knowing that the council was funneling money into fake organizations and using it for undeclared purposes.
