There is really nothing that Bush cound do to improve his scandelous, perverse record. It is well established not only here in America, but certainly in Africa, that no matter how much money he thows at an abstenance program, it will just be more down the tube. Do you think that those poor frightened despirate people are going to heed a murderer like him. He has wasted an incredible amount of money which will probably go to American private companies to waste.
Consider his other great expenditures: Iraq;
helped noone but Exxon/Mobile, Halburton, and Blackwater-all private companies. His Medicare part D, costs 800 million a year whichall goes to insurance and drug companies and costs people as much as they ever had to pay, only it goes to huge corporations.

Clinton has more blood on his hands when it comes to AIDS overseas (not here, heaven knows – Bush keeps freezing Ryan White) than Bush does. And Bush deserves backhanded praise for releasing money to international AIDS efforts. If he got rid of the abstinence, he'd actually do some real good!
