I guess that when you are the self-appointed leader of the world you can say anything to the head of State of another country – and even wink at them. Of course, what The Shrub forgets is that Queen Elizabeth has, as head of State of more countries (16) than he can find on the map, met every US President since Eisenhower and is the longester-serving head of State of any major country in the world. She made her first State Visit to the USA in 1957.

While she does have a sense of humor, on State occasions she is very "straight-laced". So in the immortal words of Queen Victoria, she probably thought when The Shrub got the "17" past his lips but stopped himself for the "76" bit (referring to a State visit to USA in 1976): "We are not amused"!
