Yes, this is rainbows. Light from the sun is refracting through a lens of air that has higher humidity than the surrounding air. The appearance of horizontal lines is due to waves in the surface of that lens, probably caused by wind. Unusual phenomena, but not extra-terrestrial, except in the sense that it is in the atmosphere and not actually on the ground.
