No, he doesn’t promote homophobia, quite the opposite. Cohen is using the alter-ego to hold a mirror up to America’s twisted view of sexuality. Borat did the same for xenophobia. The man is a dyed-in-the-wool liberal Cambridge graduate, whose abrasive style isn’t everyone’s cup of oolong, but he’s deceptively subversive.
