I have to agree with Davey that there’s no use in responding to fools like this with negative comments in retaliation when they throw insulting and derogatory words like “faggot” around, but I equally struggle to know what the best way is to respond that they’re actually going to take any notice of.
Having said all that it’s obvious that not everyone is so offended by the word “faggot” these days. Rufus Wainright, for example, found it perfectly acceptable to use it in lyrics of his song Apartment for Shirley Bassey. Me I’m not so sure on that.

We are all great apes, not robots, and it never hurts to show your anger. Being constructive is not necessary in that situation — not to anyone. That’s the best suggestion so far, but I’d go one further. If it is a problem in your area, get a gay-rights group to set up a web site and log the ID numbers for city employees who behave that way, + the time/date and location of each incident. Then publish the IDs of the worst offenders (above some threshold, to protect innocent city workers in case a badge number is copied incorrectly). Then they won’t be able to sweep it under the rug so easily. If Facebook and company are going to make sure that for the rest of your life anyone can see a picture (taken while in college) of you mooning your friends during a wild party, then these guys should get the same treatment if they shout slurs at you.
One problem with being confrontational in response is that the miscreant will use the confrontation as an excuse, pretending whatever he said was a reaction to being harassed.

That’s bullshit. We (and I live in New York), especially Midtown and the Village, Manhattan, are the most liberal, left-leaning, Democrat voting city in the country!
Downtown Brooklyn has been Democrat, but for a different reason: it has, until now, been an ethnic area, but now the reason is changing with many of the white (usually Dutch) liberal artists who are moving in there from the Village.
But yeah New York is even more liberal than SF or LA.
We voted for Dukakis (who didn’t win) in ’88, while every other state voted for Bush (Sr, who won).
San Francisco, like most non-Southern costal cities, is liberal and Democratic, but there neighborhoods which are exceptions. Financial District (implying that it’s a big business are), like Lower Manhattan’s Wall Street, and Downtown LA, will definitely be Republican. Fisherman’s Warf, which is a family place, is Republican. So is Westward Connection (which in case, you didn’t know, is where “Full House” took place) is definitiely Republican. In that way, certain parts of New York City, like Mill Basin in Brooklyn is definitely Republican. And Staten Island is Republican.
