The article you link to does not say the World Bank has changed its policy regarding the “ex-gay” group. It does anonymous quote World Bank staff commenting on what a terrible decision it is.

Well… the World Bank would rather kick out 26 NGOs from its matching program than openly say “we support our LGBT staff and PFOX does not match our values”. The World Bank is now officially an homophobic workplace and the gay community has to fight it any way it can.
