Heh. I found it difficult to make out, too. Anywhore… I think the proposition/initiative has been on a ballot twice already here. Been voted down both times. They keep getting the signatures to bring it back (that's what happens when you pass a clipboard around a tent revival, folks), but not the votes to ratify it. They need to just stop it. I'm fairly sure Governor Napolitano would veto it anyway, if she does in fact have the power to do so.
