Those CDC recommendations are hardly a “yay,” unless you think testing people without their informed consent and not providing pre- and post-test counseling are a good thing.

In everything I’ve read, it is completely voluntary. I believe this is a good thing because people believe that if you are not gay, you are not at risk.
