1) Drug use will remain prohibited.
2) The military will be able to police sexual activity while on duty and in the barracks.
3) If he thinks "young homosexual men" are the only ones mixing drug use and unsafe sexual practices, I have some old friends from high school and college (and hell, law school for that matter) to introduce him to.

I have met (and known, in the biblical sense) a number of military men at orgies. The Marines are my favorites.
I remember reading in a straight publication that the phrase in the Army used to be "It's not who you know, it's who you blow that counts." HIV isn't a bar to continued military service now, though STD's have always been a problematic presence in uniformed military service through the ages. And, same-gender sexual relations have always occurred among military personnel – recognizing of course, that gays have always been prominent military warriors.
