I think churchill-Y is making the ironic point (god, that cliche that yanks just don't get irony is true !!) that us europeans are blamed still for all the current problems that africa is suffering- and that the old colonial regimes are thus obviously to blame for the current african aids crisis

witness the mountain of evidence on these very boards from people trying to divert responsibility for effnik homophobic actions onto colonialism, past racsims, the way the wind is blowing, slavery, the price of cheese, etc etc.

Blacks, muslims, etc etc have to accept responsibility for their own lives, run their own countries and stop blaming everyone with brains and technological know-how for all their problems

I think that's the situation explained!
